The Sultanate of Qad is administered by Sultan Yon Vukuth ("Yon the Old"), a half-senile warrior. Vukuth thinks only of the glory of his younger days and does little to administer the Sultanate. The true power rests in the hands of the merchant guilds. These are dominated by men from Dalkhrova. The Dalkhrovans have no interest in seeing Nariqab become powerful. Through bribes and special privileges, they keep the local officials happy and out of the way.
