Rishod Oluum, Sultan of Fabaas, is a fatherly man with a gray, closely cropped beard. Oluum first established himself as a warrior in battles against the savage tribes of the Almaaqi Plain; only later did he enter the priestly orders. First and foremost a strict disciplinarian, he was judged by Ali Kuseiq as the best man for his current position, and Kuseiq's voice carried in the court of Qadat.

Oluum is kind and fatherly to the devout, but merciless to the misguided and the unenlightened. In the latter group he places the Balniqosi, followers of the cult-god Balniqos. The Sultan's operatives are everywhere, seeking to crush not only the cult, but also the fanatical brotherhoods of holy slayers that the Balniqosi engender.

Oluum favors fighters who have had front-line battle experience in his court. To Oluum, a man and a woman have not reached their potential until they have been bloodied in holy warfare against the heathen foe. Tabeehi's perceived position as the last civilized outpost in the Dulqa reaffirms the need to be ever-vigilant and watchful. Oluum is accompanied in court by Moshri Yumaas, his chief vizier and former wife, and by his chief judge, informant, and spy, Mahsi Rancoun.

Oluum is accompanied at all times by a detachment of 20 mamluks.
