Sultan Auswan Jabbal of Mashhain is an ancient, skeletal man who has outlived several wives, his children and grandchildren, and is likely to outlive his great-grandchildren as well. His slowness in movement and speech conceals a mind that is still among the greatest in the Kaspari Empire, and he is usually two steps ahead of everyone else as a master planner and conspirer. "The Hand of Fate strikes all," he wrote in his biography, "but most fortunate are those who can help direct its touch."
The Sultan's court is expansive, comprising representatives of all the city's universities and colleges. Two individuals of importance are the leader of Qadurah University, Badin Saddaq, who is reportedly a secret member of the Inferno Cabal, and Prince Astan Jabbal, the current heir apparent to the Sultan's court. The Sultan's court also hosts a large number of genies who are owned or hired by the Sultan's family. These genies often serve as the Sultan's eyes and ears in the outside world.
Jabbal rarely leaves his chambers, as he is attached by a tangle of cords, tubes, and wires to numerous arcane devices designed to keep him alive. These devices take up much of the space of his chambers, and while they are attached to a steam-gurney, it is very difficult to move them safely. The Sultan is able to decouple from the devices for at most an hour or so at a time, although he has been known to spend weeks at a time without decoupling and is decoupling less and less as he ages.
